Edo State Assembly and the Pension Bill Amendment

In what i can only consider as absurd and insensitivity to the plight of the average workers in Edo state, The Edo state assembly has amended it's pension bill with the aim of providing luxurious houses for the retiring governor and his deputy. If the bill receives executive assent, the houses would be worth 200 million Naira and 100 million Naira for the retiring governor Adams Oshiomole and his deputy Pius Odubu.
I can't help but wonder why in a country where we are presently experiencing economic recession, we have politicians who would even consider such a bill in the first instance? 
Information from the Debt Management Office states that Edo state is among the most indebted states in Nigeria with a debt profile of about $179.52m as at 30th June. Moreover, this is also a state struggling with unpaid pensions and gratuity, yet the the Edo state house of assembly has given a nod to such frivolous expenses.
I would expect that a government whom tell it's citizen's to be patient and ride out the tough times, to also try to cut back on the cost of governance and make sacrifices just as it's citizens do, but rather more of the tax payers money is been squandered and given legitimate backing.
